As a starting point for road construction projects of his administration, Governor Rauf Aregbesola of Osun State, has employed the service of a Chinese Construction Company, Hongye Construction Group, to look into how some roads in the state could be opened up and constructed immediately.
The roads are Ajegunle-Orileowu-Gbongan-Apomu-Ikire road in Ayedaade Local Government Council Area, Igbajo-Iresi road in Boluwaduro Local Government Council Area and the road linking Iloko-Ijesa – Ijebu-jesa in Oriade Local Government Council Area, which serves as a link to Aramoko-Ekiti in Ekiti State respectively.
The governor, who disclosed this in Osogbo, the state capital on Tuesday, while receiving the management of the construction firm in his office, said that the job given to the company would test its capabilities to partner with the state government in constructing classical roads across the length and breadth of the state.
Aregbesola stated that, what would define the relationship between the state and the company would be the flexibility in funding, as his administration would not adopt the customary routine government-contractor relationship, rather, “we will be paying on account as you are able, so as to meet other commitments”.
“On these roads, let us work-out how you will mobilize and start your efforts at telling the world that you are a reliable, proficient and award-winning construction company. The only thing is that we have to agree on the flexibility of funding, because it won’t be payment on the usual term.
The governor recalled that during his trip to China recently, the Chairman of the company had given his assurance to do all in his power, to make sure that nothing prevents the beneficial relationship between the state and the Chinese companies, noting that, the visit of the company to the state had preluded serious engagement.
He expressed hope that the construction company would showcase its capacity to construct roads that would be reference points and a model of excellence, adding that his administration was aimed at constructing roads that would be sites to visit.
The governor added: “What I made clear to your people during our trip to China was that, as far as engagement and relationship are concern, there is more than enough for us to do together particularly in the area of road development, urban renewal and landscape of our environment and I emphasized that if China could designed their environment the way we have seen it, if they are going to do any work for us, our quality and standard will not be less.
“Because of our own limited resource base and our desire to rapidly develop our territory, there is need for special understanding. The special understanding, which will define our relationship, is that, there will be flexibility in funding; it would not be the customary routine government-contractor relationship. That is, you bid, we access, we pay you, you will do what we have paid for and you come again for payment. It won’t be so”, he noted.
The Managing Director and the Vice President of the Company, Mr Yang Hansheng, promised that the company would offer the state, services of high quality of road construction at lesser prices, adding that the partnership with the state government would also assist in providing more job opportunities for the people of the state.
